Steadfastness upon the Sunnah’ by Shaikh Rabee (may Allaah preserve him)

In The Name of Allaah, The Most Merciful, The Bestower of Mercy

Allaamah Rabee Ibn Haadee Al-Madkhalee (may Allaah preserve him) stated:

Indeed steadfastness upon the Sunnah means steadfastness upon Islaam in its entirety; it’s Usool (Foundations), its Furoo’ (Branches), it’s Aqaa’id (affairs of creed, belief); it’s Manaahij (Methodologies).  We (must) remain steadfast upon it and we (must) hold tightly onto it, up until we meet Allaah (The Blessed and Most High).

And indeed the Aayaat concerning the religious obligations of ittibaa’ (following), iltizaam (adhering), i’tisaam (clinging) and istiqaamah (steadfastness) are many. And Ahaadeeth likewise, all of which point towards one goal or aim and this is the steadfastness of the Muslimeen upon Islaam.

And if one were to speak about steadfastness upon the Sunnah, it is not that which is understood by the majority of the people with regards to the word Sunnah, rather its intent here is Aqeedah and Manhaj, meaning Islaam, meaning steadfastness upon Islaam.

This Steadfastness is from the Tawfeeq of Allaah. Tawfeeq is in His Hands and guidance is in His Hands, and misguidance is in His Hands. He guides whomsoever He wishes; misguides whomsoever He wishes; keeps steadfast (the hearts) of whom He wishes and deviates the hearts of whomsoever He wishes. And due to this, Allaah (The Blessed and Most High) informed us to supplicate to Him so that He may not deviate our hearts; [ رَبَّنَا لَا تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِن لَّدُنكَ رَحْمَةً ۚ إِنَّكَ أَنتَ الْوَهَّابُ  -(They say): “Our Lord! Let not our hearts deviate (from the truth) after You have guided us, and grant us mercy from You. Truly, You are the Bestower. (3:8)]

And the Sahaabah, radhiyallaahu-Anhum said:  “By Allaah! If it were not for Him, we would not have been guided, We would not have given(in charity), nor would we have prayed”.[1] Meaning, they (the companions) knew and understood that Guidance from Allaah (The Most High) was a blessing and a virtue from Him, and a mercy from Him to whomsoever He selects from His Servants.

“He selects for His Mercy (Islam and the Quran with Prophethood) whom He wills and Allah is the Owner of Great Bounty”. [3:74]

He (Glorified and Exalted Be He) blesses whom He wishes and gives virtue to whomsoever He wishes with His Guidance. He gives them Good and He grants them Tawfeeq and blesses them with His protection from deviation and misguidance.

The statement ‘He Misguides whom he Wills’: The misguidance here refers to complete misguidance, such as kufr and (one’s) exiting from (the fold of) Islaam – We seek Refuge with Allaah (The Most High) from that. And as for the Partial misguidance: This refers to the misguidance of one who enters into Islaam and he then deviates in his Aqeedah (beliefs) and in his Manhaj (Methodology) – We seek refuge with Allaah from that. [Part 1 (A-D): Observations on Dr Ibraaheem Ar-Ruhayli’s Deficient and Defective Advice To Ahlus Sunnah Regarding Boycotting- Dr Shaikh Abdullah Al-Bukhaari Establishes The True Understanding of The Salaf]

In The Name of Allaah, The Most Merciful, The Bestower of Mercy

It was obligatory on Dr (Ibraaheem)- whilst he was giving advice about boycotting and its precise principles– to clarify the true picture of boycotting held by the Salaf because a deficient clarification in this affair is a great shortcoming that will lead to an incorrect understanding of this great fundamental. That is because it is understood from Dr Ibraaheem’s speech that boycotting has a singular image, but the truth is that it of different types, and from them: To refrain from giving salaam (i.e. refrain from giving salaam to the figureheads of bidah, those who openly manifest their wicked acts etc); refrain from sitting with them; refrain from honouring them and the important people (i.e. such as the scholars and other pious leaders) are to refrain from praying their Janaazah.

Reader [may Allaah grant us and you thabaat upon the Sunnah(Aameen)]: This is part one in the section of Dr Shaikh Abdullah Al-Bukhaari’s criticism against Dr Ibraaheem ar-Ruhayli’s deficient and defective advice to Ahlus Sunnah regarding boycotting. Shaikh Abdullah’s book is a [Hundred and Sixty pages] and we have now reached [Page Number Eighty-Four]. We will now return to Shaikh Rabee’s observations (Part 10) and as soon as Shaikh Rabee’s observations are completed, we will carry on with Shaikh Abdullah’s observations by the Permission, Aid and Assistance of Allaah (The Most High).

[Part A: Observations on Dr Ibraaheem Ar-Ruhayli’s Deficient and Defective Advice To Ahlus Sunnah- Dr Shaikh Abdullah Al-Bukhaari Lays The First Foundation, Goal, Aim and Intent Behind Boycotting]

In The Name of Allaah, The Most Merciful, The Bestower of Mercy

Reader: Take note that Dr Shaikh Rabee’s responses to Dr Ibraaheem will carry on from Parts 9, 10 etc and Dr Shaikh Abdullaah Al-Bukhaari’s Radd will begin with Parts A, B, C etc

To proceed:

Dr Ibraaheem stated that boycotting is legislated for the purpose of achieving three Maqaasid (goals or aims). Then he stated that these three Maqaasid are based on evidence and have been confirmed by the A’immah Al-Muhaqqiqoon of Ahlus (A) [i.e. those Imaams of the religion who are well known for their abilities in carrying out research in the issues of the religion with precision, assertiveness, thorough examination etc]

The Three Goals or Aims behind Boycotting According To Dr Ibraaheem

[1] The first (goal or aim) according to Dr Ibraaheem is that a person boycotts everyone who is harmful to him from the Mukhaalifeen, such as Ahlul Bidah Wal-Ma’aasee (the people of bidah and sin) – those who are harmful to a person in the affairs of his religion if he sits with them.

[2] The second goal (or aim) behind boycotting is to benefit the Ummah. So by boycotting an individual, the benefit of that will also be received by the Ummah, such as boycotting some of those who have Mukhaalafaat (i.e. those upon affairs that are in opposition to the Sharee’ah), so that by boycotting them, others will take heed and not fall into their errors.  On this point, Dr Ibraaheem quoted the Hadeeth narrated by Abu Hurairah that the Prophet (sallal-laahu-alayhi-wasallam) abstained from praying the Janaanah Salaah of a man who died without paying his debts. Then Dr Ibraaheem quoted a statement of Shaikhul Islaam Ibn Taymiyyah in this regard.

[3] The third goal (or aim) behind boycotting is to bring about benefit for the one who is boycotted (i.e. the one upon an error that is in opposition to the sharee’ah). So boycotting is legislated against those people of bidah with Mukhaalafaat (errors that are in opposition to the Sharee’ah) and the sinful people, if there is a benefit for them in that boycotting, in order that they may recant from those errors and repent. Then Dr Ibraaheem utilised as evidence that the Prophet (sallal-laahu-alayhi-wasallam) boycotted Ka’ab Ibn Maalik and his two other companions until they repented.

In the above section, Dr Ibraaheem did not present the great goals or aims behind boycotting, rather his statement: ‘’Boycotting is legislated for the (purpose of achieving) three goals or aims’’ is understood to be that those are the only goals or aims behind boycotting, but the affair is not what Dr Ibraaheem has stated. The goals, aims or intent behind Hajr (boycotting) in the Islamic Legislation are also due to affairs as follows:

Firstly: To actualize servitude to Allaah (The Mighty and Majestic)

Boycotting is an act of worship and a Right of Allaah (i.e. legislated by Allaah and to be carried out for the sake of Allaah). Its fulfilment is a fulfilment of a legislated affair, so the conditions to be fulfilled in other acts of worship is also required in boycotting- that is, it should be carried out purely for the sake of Allaah and in accordance with the (Sunnah) of the Messenger (sallal-laahu-alayhi-wasallam). What indicates to this goal (aim or intent) is the statement of Allaah (The Most High):

وَإِذَا رَأَيْتَ الَّذِينَ يَخُوضُونَ فِي آيَاتِنَا فَأَعْرِضْ عَنْهُمْ حَتَّىٰ يَخُوضُوا فِي حَدِيثٍ غَيْرِهِ ۚ وَإِمَّا يُنسِيَنَّكَ الشَّيْطَانُ فَلَا تَقْعُدْ بَعْدَ الذِّكْرَىٰ مَعَ الْقَوْمِ الظَّالِمِينَ

And when you (Muhammad) see those who engage in a false conversation about Our Verses (of the Qur’an) by mocking at them, stay away from them till they turn to another topic. And if Shaitan (Satan) causes you to forget, then after the remembrance sit not you in the company of those people who are the Zalimun (polytheists and wrong-doers, etc.) [An-aam, Ayah 68]

Imaam At-Tabariy (rahimahullaah) stated in his explanation of this Ayah [5/330] that in this ayah there is a clear indication that it is prohibited to sit with all types of people of falsehood amongst the innovators and the sinners, whilst they are engage in their falsehood. [End]

And the statement of Allaah:

And it has already been revealed to you in the Book (this Qur’an) that when you hear the Verses of Allah being denied and mocked at, then sit not with them, until they engage in a talk other than that; (but if you stayed with them) certainly in that case you would be like them. Surely, Allah will collect the hypocrites and disbelievers all together in Hell. [Nisaa 140]

Al-Allaamah al-Qurtubi (rahimahullaah) stated in [Al-Jaami Li-Ahkaam Al-Qur’aan 5/418] that when it is established that the people of sins are to be kept away from- as it has been made clear- then there is a greater reason to keep away from Ahlul Bidah Wal Ahwaa (the people of bidah and desires). [End]

Allaah (The Most High) said:

وَلَا تُطِعْ مَنْ أَغْفَلْنَا قَلْبَهُ عَن ذِكْرِنَا وَاتَّبَعَ هَوَاهُ وَكَانَ أَمْرُهُ فُرُطًا

And obey not him whose heart We have made heedless of Our Remembrance, one who follows his own lusts and whose affair (deeds) has been lost. [18:28]

Al-Allaamah Al-Ameen Ash-Shanqeeti (rahimahullaah) stated in Adwaa Wal-Bayaan 4/98-99] that in this noble ayah, Allaah (The Mighty and Majestic) forbade His Prophet (sallal-laahu-alayhi-wasallam) from obeying the one whose heart Allaah has made heedless of Allaah’s Remembrance, one who follows his own lusts and whose affair has been lost. And indeed Allaah established in the Qur’aan that He forbade His Prophet (sallal-laahu-alayhi-wasallam) from obeying the likes of this heedless one, who is heedless of Allaah’s Remembrance and a follower of his desires. And the meaning of ‘follower of his desires’ is that he inclines to his evil soul and its desire for evil, such as disbelief and disobedience. [End]

Imaam Al-Bukhaari reported that Aa’isha (radiyallaahu-anhaa) said: The Messenger (sallal-laahu-alayhi-wasallam) recited this Ayah:

It is He Who has sent down to you (Muhammad) the Book (this Qur’an). In it are Verses that are (entirely clear, they are the foundations of the Book [and those are the Verses of Al-Ahkam (commandments, etc.), Al-Fara’id (obligatory duties) and Al-Hudud (legal laws for the punishment of thieves, adulterers, etc.)]; and others are Mutashaabihaat (i.e. not entirely clear in what they indicate, so they are to be referred back to the Muhkamaat to be explained]. So as for those in whose hearts there is a deviation (from the truth) they follow that which is not entirely clear thereof, seeking Al-Fitnah (polytheism and trials, etc.), and seeking for its hidden meanings, but none knows its hidden meanings save Allah. And those who are firmly grounded in knowledge say: “We believe in it; the whole of it (clear and unclear Verses) are from our Lord.” And none receive admonition except men of understanding. (Tafsir At-Tabari).

She said: Then Messenger of Allaah (sallal-laahu-alayhi-wasallam) said: If you see those who follow thereof that is not entirely clear, then they are those whom Allah has named [as having deviation (from the truth)] so beware of them. [Bukhaari Number 4547 with Fat-hul Baari 209; Saheeh Muslim with Sharh of Nawawi 17/ page 216]

The angle from which evidence is derived regarding this affair is what has been stated by Al-Haafidh An-Nawawi in his explanation of Saheeh Muslim [17/218] that this hadeeth is a warning against mixing with the people of deviation, the people of bidah and those who seek after dubious affairs in order to cause trials. [End]

Imaam Abu Daawud stated in Kitaab Al-Adab (i.e. in Sunan abu Daawud 5/213-216): Chapter: The one who boycotts his Muslim brother’; then he narrated some ahaadeeth to show that it is prohibited to boycott (a Muslim) for more than three days. Then he said: The Prophet (sallal-laahu-alayhi-wasallam) boycotted some of his wives for forty days, Ibn Umar boycotted a son of his until he died and Umar Bin Abdul Azeez turned his face away from a man. [End]

Imaam Al-Baghawi stated in Sharhus Sunnah regarding the hadeeth (i.e. the hadeeth about the Prophet boycotting some of his wives for forty days): The prohibition of boycotting between two men for more than three days is (related to what takes place between them concerning) one’s falling short in fulfilling the rights of companionship and friendship (i.e. personal disputes); but not what is related to affairs of the religion, for indeed boycotting Ahlul Ahwaa Wal-Bidah (The People of Desires and Bidah) is permanent until they repent.   [Sharhus Sunnah 1/224]

Then Shaikh Abdullaah Al-Bukhaari quoted a statement of Shaikhul Islaam Ibn Taymiyyah who stated that the Legislated Islamic Boycotting is from the deeds (or acts of worship) commanded by Allaah and His Messenger (sallal-laahu-alayhi-wasallam). It has to be carried out sincerely for the sake of Allaah and in accordance with His command. It has to be Khaalisan (done purely for the sake of Allaah) and Sawaaban (in accordance with the Sunnah of Messenger); so whoever boycotts for the sake of his soul’s desire or boycotts (based on) other than what is commanded, he has exited from this (i.e. his act and goal behind boycotting is devoid of sincerity and adherence to the path of the Messenger), and many people do what their souls desire, whilst thinking that it is done in obedience to Allaah. So it is obligatory to differentiate between boycotting for the sake of fulfilling a right of Allaah and for the sake of one’s self because the first one is something commanded and the second one is forbidden. [Majmoo Al-Fataawaa28/206-207] [B]

[Ref A: Dr Shaikh Abdullaah Al-Bukhaari pointed out in his Radd that Dr Ibraaheem gave a picture (i.e. the impression) that Boycotting is legislated to achieve three Maqaasid (goals or aims) only and that these three Maqaasid have been confirmed by the A’immah al-Muhaqqiqoon (i.e. those Imaams of the religion who are well known for their abilities in carrying out research in the issues of the religion with precision, assertiveness, thorough examination etc.).  The use of the phrase A’immah Al-Muhaqqiqoon indicates to a group of people, whom Dr Ibraaheem claims have confirmed his view that boycotting is legislated to achieve three goals or aims only; yet Dr Ibraaheem only quoted Shaikhul Islaam Ibn Taymiyyah. There is no doubt that Shaikhul Islaam Ibn Taymiyyah is one of the Imaams of Ahlus Sunnah, but is it befitting that we only quote Shaikhul Islaam and then say that this statement have been confirmed (or affirmed) by the Imaams of Ahlus Sunnah! It obligatory from the angle of fulfilling trusts in affairs of knowledge that Dr Ibraaheem presents at least a small number of people (i.e. Imaams) to back up his own claims or a small number of Imaams to back up the three goals or aims which he claims are the only reasons for boycotting. So take note of this O reader! In Dr Shaikh Abdullaah Al-Bukhaari’s Radd, as you can see in this first section, he quoted a number of Imaams [Imaam At-Tabari, Imaam Al-Qurtubi, Imaam Ash-Shanqeeti, Imaam Abu Daawud, Imaam Al-Baghawi and Shaikhul Islaam Ibn Taymiyyah] to show that one of the first great aims, goals or intent behind boycotting is to actualise servitude to Allaah (The Mighty and Majestic). Therefore, not only is Shaikh Abdullaah Al-Bukhaari going to invalidate Dr Ibraaheem’s claim that boycotting is limited to three goals (or aims), rather he is also going to quote the Imaams of the Sunnah to back up his statements. Some of those other goals and aims behind boycotting that will be mentioned by Shaikh Abdullaah al-Bukhaari include: [Actualisation of Walaa Wal-Baraa (Loyalty and Disassociation for the sake of Allaah); Actualisation of the command to enjoin good and forbid evil; actualisation of giving sincere advice to the Ummah about the danger of an innovator]. It should also be noted that this criticism written by Shaikh Dr Abdullaah Al-Bukhaari was read by a number of scholars including Shaikh Zayd Bin Haadi (rahimahullaah), Shaikh Rabee, Shaikh  Ubaid, Shaikh Ali Naasir, Shaikh Muhammad Bin Haadi and Shaikh Muhammad Baazmool. All of them agreed with the correctness of Dr Shaikh Abdullaah Al-Bukhaari’s observations on Dr Ibraaheem’s unsubstantiated claims, deficient and defective statements on this subject matter.  Once again we refer you to the following links, whilst we –by the Tawfeeq of Allaah- prepare the next post.

To be continued….In-Shaa-Allaah

From the Miracles of the Messengers- Hud [alayhis-salaam]

Imaam Sadi (rahimahullaah) said:

And had it been that there was nothing else from the miracles of the Messengers other than the religion they were sent with, then this would have (sufficed) as the greatest evidence that the religion is from Allaah because of its (perfect) rulings and regulations, which (perfectly) measures all beneficial affairs and the truthfulness of its information in every era; its command towards every good and prohibition of every evil.  Every Messenger (spoke) about the truthfulness of the (other) Messenger who came before him or was to come after him and bore witness for him.

And from the special miracles of Prophet Hud (alayhis-salaam) was that he was alone in carrying out his call; (alone) in discrediting their superstitions; declaring them misguided and rebuking their idols.  They were a people of violence, strength and tyranny, and indeed they did threaten him with their idols that he will be afflicted with madness or evil if he did not stop (calling them to Tawheed); so (Allaah informed us that Hud) challenged them in public and said to them openly:

”I call Allah to witness and bear you witness that I am free from that which you ascribe as partners in worship; With Him (Allah). So plot against me, all of you, and give me no respite. I put my trust in Allah, my Lord and your Lord! There is not a moving (living) creature but He has grasp of its forelock. Verily, my Lord is on the Straight Path (the truth).’’ [Hood; Ayaat: 54-56]

They were not able to harm him, so what miracle can be greater than this challenge to those enemies- those who were eager to destroy his call through every means! And when their transgression was to come to an end, he turned away from them and warned them of the arrival of a punishment.  The punishment came upon at a time in which they were greatly in need of rain.  So when they rejoiced, as (Allaah) said:

[فَلَمَّا رَأَوۡهُ عَارِضً۬ا مُّسۡتَقۡبِلَ أَوۡدِيَتِہِمۡ قَالُواْ هَـٰذَا عَارِضٌ۬ مُّمۡطِرُنَا‌ۚ- ”Then, when they saw it as a dense cloud coming towards their valleys, they said: “This is a cloud bringing us rain!” but Allaah said: [بَلۡ هُوَ مَا ٱسۡتَعۡجَلۡتُم بِهِ- ”Nay, but it is that (torment) which you were asking to be hastened!” due to your saying to Hud: [فَأۡتِنَا بِمَا تَعِدُنَآ إِن كُنتَ مِنَ ٱلصَّـٰدِقِينَ -”Then bring us that with which you threaten us, if you are one of the truthful!] And Allaah said (about the punishment that finally came upon them): [رِيحٌ۬ فِيہَا عَذَابٌ أَلِيمٌ۬] ”A wind wherein is a painful torment!” [تُدَمِّرُ كُلَّ شَىۡءِۭ بِأَمۡرِ رَبِّہَا- ”Destroying everything by the Command of its Lord]’ [Ahqaaf: Ayaat: 22-25]

Imaam Abdul Azeez Bin Baaz Rebutted the Innovator Abdur-Rahmaan Abdul Khaaliq, For Slandering and Belittling the Saudi Ulama

In The Name of Allaah, The Most Merciful, The Bestower of Mercy

The Mubtadi Abdur-Rahmaan Abdul khaaliq (may Allaah guide him) stated:

Indeed the group of scholars in Saudi are in a (state) of complete blindness and ignorance regarding the new problems and their Salafiyyah is Taqleediyyah (i.e. Salafiyyah based on blind following) and it is not worthy of anything.

Imaam Abdul-Azeez Bin Baaz (rahimahullaah) responded:

This speech is false, for indeed the scholars of Saudi are acquainted with the problems of the era and indeed they have written a lot about it, and I am from them- Bi hamdil laah! Indeed they have written in that regard that which cannot be counted (i.e. numerous) and they- Bi Hamdil laah- are among those who are the most knowledgeable of the Madhab of Ahlus Sunnah Wal-Jamaa’ah and they follow that which the Salafus Saaleh followed in the subject matter of Tawheed, Asmaa Was-Sifaat, the subject matter of warning against bidah and in all the abwaab (areas of knowledge. Read -if you are ignorant- the Majmoo’ah of Ibn Qaasim (Ad-Durar As-Saniyyah) and the Fataawaa of our Shaikh Muhammad Bin Ibraaheem (rahimahullaah). Read what we have written in that regard (i.e. the affairs of the era) in our Fataawaa and our books are widespread among the people.

There is no doubt that what he (i.e. Abdur-Rahmaan Abdul Khaaliq) said about the scholars of Saudi is not correct- it is a mistake and a munkar (evil affair). It is obligatory upon you (i.e. Abdul Khaaliq) to recant from that and announce that in the newspapers in Kuwait and Saudi. We ask Allaah for guidance- for ourselves and you- and a return to the truth and steadfastness upon it. Indeed He (Allaah) is the best of those who are asked. [Source: Al-Majoo 8/242]

O Hasty Young Man! Know What Blameworthy Blind Following Is, Before You Accuse Others

Ibn Abdul-Barr (rahimahullaah) said:

According to the scholars, Taqleed (i.e. blind following) is other than Ittibaa. That is because Ittibaa is to follow a person based on what is apparent to you based on the superiority of his statement and soundness of his school of thought. And Taqleed is that you speak with his statement, whilst you neither know the angle of his speech nor its meaning and you reject speech besides it; or his mistake is made manifest to you, but you follow him and venerate his opposition (to the truth), whilst the corruptness of his speech is clear to you. This is what is forbidden to speak with in the religion of Allaah (The Most High).

[Jaami Bayaan Al-Ilm Wa-Fadlihee: 2/787]

Abu Mu’aawiyah (Abdullah Al-Gambi)

What is Sakeenah (tranquillity) and how does it descend upon the believers?

Question:

The questioner asks: What is Sakeenah (tranquillity) and how does it descend upon the believers?

Answer:

Sakeenah (tranquillity) is the calmness, relaxation and happiness a person feels inside his heart, and from the means of (experiencing) this Sakeenah and happiness in the heart is when one is constant in the remembrance of Allaah.  Allaah (Glorified be He and free is He from all imperfections) said:

الَّذِينَ آمَنُوا وَتَطْمَئِنُّ قُلُوبُهُم بِذِكْرِ اللَّهِ ۗ أَلَا بِذِكْرِ اللَّهِ تَطْمَئِنُّ الْقُلُوبُ

Those who believe (in the Oneness of Allah – Islamic Monotheism), and whose hearts find rest in the remembrance of Allah, Verily, in the remembrance of Allah do hearts find rest. [13:28]

Ibnul Jawzi (rahimahullaah) said that two statements have been mentioned regarding the word Dhikr; one of them is that Dhikr means the Qur’aan and the second statement is that it means the remembrance of Allaah in general.

And with regards to the meaning of Tu’maneenah (repose or rest) there are two statements: The first one is that it is love of Allah and being completely at ease in His presence. The second meaning is that it is complete submission to Him without harbouring any doubts as opposed to those whose hearts are filled with disgust when Allaah is mentioned.

In summary: Constant remembrance of Allaah (through recitation of) the Qur’aan; remembering Him by uttering Subhaanallaah, Alhamdulil laah, Allaahu Akbar and thanking Him, sending the salaah and salaam upon His Prophet [Muhammad (sallal-laahu-alayhi-wasallam)], constantly repenting to Allaah and seeking His Forgiveness- all these deeds bring about Sakeenah (tranquility) in the heart of the believer. And Allaah knows best.

[3] Using the office phone and taking a rest at work without permission

Question:

What is the ruling with regards to taking out time at work whether that is little or a lot, and also the ruling with regards to using the work telephone (for personal use)?

Answer:
You are entrusted with the work you do and Allaah (Glorified Be He and free is He from all imperfections) stated:

يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَخُونُوا اللَّهَ وَالرَّسُولَ وَتَخُونُوا أَمَانَاتِكُمْ وَأَنتُمْ تَعْلَمُونَ

O you who believe! Betray not Allah and His Messenger, nor betray knowingly your Amanat (things entrusted to you, and all the duties which Allah has ordained for you). [8:27]

It is betrayal to take from that which you are entrusted (without permission), even if your boss excuses you. That is because maybe he is not the one in charge of this (i.e. he is not the one with the authority to excuse you). But if he is the one in charge and gives you permission (to take time out), there is no harm in taking it.

As for the work telephone or other things, it is better to refrain from using them out fear of falling into some unlawful. However, if (using the office phone for personal use) is something known amongst everyone in the office (i.e. known to both employer and employees) and no one says anything about it (i.e. objects), there is no harm using it InshaaAllaah.
