[2] The Clueless Critics of Erudite Salafi Scholar Al-Allaamah Salih Al-Fawzaan

“Indeed, the scholars are the inheritors of the prophets because the prophets do not leave behind a dinar or a dirham as inheritance, but rather, they leave behind knowledge. So whoever takes hold of it, has acquired a large share”.

The writers at Wikipedia stated: In March 2014, Al-Fawzan denied that he issued a fatwa banning ‘all you can eat’ open buffets, claiming he only said that open buffets should identify the quantity so that people don’t end up buying the “unknown”. [End of quote]

Indeed, the language employed above in relation to this subject matter appears to imply that Al-Allaamah Saalih Al-Fawzaan [may Allah preserve him] is disputing something he previously stated and then stating something else! However, a detailed examination of his first and second pronouncements reveals that there is no contradiction or denial on his behalf, nor is he making empty claims.

First and foremost, what is a buffet? They say it is “a meal where people serve themselves different types of food”. “A meal set out on a buffet or table for ready access and informal service”. “A variety of dishes presented in a line, from which diners in a restaurant serve themselves, usually at a fixed price regardless of how much one eats”. “A buffet is a meal of cold food that is displayed on a long table at a party or public occasion. Guests usually serve themselves from the table”. “A meal for which different foods are placed on a table so that people can serve themselves”. “A meal at which people serve themselves from a table and then stand or sit somewhere else to eat”.

According to the preceding definitions, a buffet is a meal or selection of foods from which customers serve themselves, and the question presented to Al-Allaamah Saalih al-Fawzaan was not whether buffets are allowed! Rather, the question concerned a specific type of business transaction related to buffets, which is that some restaurants offer open buffets, in which customers pay a set amount of money and then eat anything they want, regardless of whether they consume more or less than the set amount of money. So, Al-Allaamah Saalih Al-Fawzaan responded by saying that this is not permissible because there is uncertainty and speculation in this type of transaction (i.e. a Gharar). Listen here:

In this first Fatwa, it is abundantly obvious that Al-Allaamah Saalih Al-Fawzaan [may Allah preserve him] was responding explicitly to the description of a certain type of transaction relating to buffets, rather than buffets in and of themselves.

Then, on another occasion, he was asked if he had issued a Fatwa against open Buffets! So he responded that this was a lie; rather, he was asked about a buffet where a person – for example – is charged 50 riyals and then told to eat whatever he wants, and this type of transaction is Majhool (i.e. a transaction in which what the seller sells and what the buyer receives is speculative, ambiguous, or unknown), whereas buying and selling is to be based on clarity. Therefore, no contradiction, controversy, denial of facts, or baseless assertions can be attributed to Al-Allaamah Saalih Al-Fawzaan in this matter. Rather, it is quite evident that the verdicts focused on the distinction between buffets in and of themselves and buffets accompanied by the type of transaction that would be tantamount to conjecture, uncertainty, or ambiguity. When the buffet with an ambiguous transaction was described to him, he gave the verdict it deserved because the upright scholars do not flatter anyone or go along with the desires of the people, but rather pass verdicts based on the knowledge Allah has bestowed on them with piety and honesty.

There is no contradiction between his first and second declarations since the first forbids a particular type of transaction that is connected to a buffet, and the second necessitates that no prohibition was mentioned against buffets that do not involve this type of transaction. Neither did he issue an erroneous verdict against the transaction that was described to him nor is there a contradictory denial or claim in what he said from the beginning to the end of this affair. “Do not busy yourselves with refutations, do not abandon knowledge”

Al-Allaamah Rabee Bin Haadi Al-Mad’khali [may Allah preserve him] stated: The people extensively read books that contained deviant viewpoints and the libraries were decaying and being filled with misguidance and Bidah. Nonetheless, they [those who object when one reads the books that contain refutations] refrained from speaking in this manner. However, as people started to (follow) the teachings of Allah’s Book and the Sunnah based on the methodology of the Pious Predecessors and discovered books that warned them against Bidah and misguidance, they [those who object] said, “Do not busy yourselves on these matters, do not neglect knowledge”. These refutations are part of acquiring knowledge. By Allah! To be acquainted with guidance (and distinguishing) it from misguidance, recognising good and (distinguishing it) from evil, are knowledge that will safeguard a person, as Hudhaifah [may Allah be pleased with him] said, “The people used to ask the Messenger about the good, but I used to ask him about the evil out of fear of falling into it”. The books of the proponents of Bidah and misguidance should be made known through the books that debunk them. Many young people were ruined when deprived of the likes of these books that protect them. These books [of refutations] offer a shield of protection for the youth. [1]

The Shaikh was asked: What is your view about the one who says “Speaking a lot about about Manhaj [methodology] makes the heart become hardened?”

Response: Speaking a lot about (sound) methodology and studying it hardens the heart, but advocating fictitious (beliefs, deeds, ideas, views), bidah, misguidance, and the ideas of the khawaarij softens the hearts?! The call to (sound) methodology – the call to the teachings of the Quran and the Sunnah of the Prophet [peace and blessings of Allah be upon him], and everything they contain about correct beliefs, acts of worship, deeds, and rectification of the (Islamic) methodology is a significant matter that should be (emphasised).

The misguided (beliefs, methodologies, etc) are plentiful, and no matter how much someone speaks, their efforts are insufficient compared to what is needed. Currently, we speak about the (sound) methodology, but has it reached all Muslims? However, speech based on the path of the Tableeghees, the Ikhwaanees, the proponents of misguidance, the proponents of Bidah, fictitious views, and (deviant) political views soften the heart! Is this statement correct?! This is the speech of the foolish ones – those who are tired of the true Islamic methodology approach, so they speak such falsehoods that obstruct (people) from the path of Allah. [2]

Our teacher, khateeb, or Masjid Committee is Balanced- neither speak nor take a stance until after assessing benefits and harms

Our teacher, khateeb, or Masjid Committee refrains from speaking until after carefully assessing the advantages and disadvantages

Al-Allaamah Rabee Bin Haadi Al-Mad’khali [may Allah preserve him] clarified this affair when Dr Ibraaheem Ar-Ruhayli [may Allah rectify his affair] mentioned the importance of considering the benefits of a refutation, and that it is crucial to ascertain the benefits of the refutation because if it will result in more harm than the initial corruption, it is not legislated to proceed with it. This is because a Mafsadah [a corrupt affair] is not to repelled if it will lead to greater corruption. Dr. Ibraaheem then cited a statement by Shaikhul Islaam Ibn Taymiyyah, stating that it is impermissible to repel a minor act of corruption that may lead to greater corruption. The preferable course of action is to not repel the lesser of two harmful matters which leads to greater corruption, as the Islamic Legislation aims to bring about beneficial outcomes and accomplish them fully, while also putting a halt to corrupt affairs and minimising their impact as much as possible. The objective is to prioritise the weightier of two good matters, in cases where achieving both is not feasible and to repel the more evil of two matters if it is not possible to eliminate both.

Al-Allaamah Rabee Bin Haadee Al-Mad’khalee responded to Dr Ibraaheem’s statement, stating that the words of Shaikhul Islam are indeed true. He emphasised that it is not permissible to repel a minor act of corruption that would lead to greater corruption. Then the Shaikh stated, however, I [Rabee] believe that Shaikh Al-Islam does not consider Shirk, Kufr, the Major Bidah, waging war against Ahlus Sunnah, and defending the senior proponents of Bidah as minor matters of corruption, or that disapproving them (openly) and highlighting their danger is something that will result in more corruption. There is no greater advantage than spreading Tawheed and demonstrating it, eradicating Shirk and Kufr, and cleansing the earth from them; (cleansing the earth from) Bidah which the Messenger [peace and blessings of Allah be upon him] referred to as the most detrimental of all matters. Shaikh Al-Islaam intended, as evident from this statement, the one who gives advice to the rulers or expresses disapproval towards the actions of Muslim rulers or their representatives because this is to be carried out with evidence, leniency, and gentleness, but in cases where disapproving their minor acts of corruption may result in greater corruption, one bears the smaller corruption to repel the occurrence of a greater corruption. Then the Shaikh expounded on this matter in a footnote on page 54 where he stated, “This is contrary to the actions of the khawaarij and their ilk because their disapproval (of the ruler) is either manifested through armed rebellion or instigation and provocation. Consequently, the resulting corruption from their disapproval of the ruler’s actions surpasses and intensifies the very corruption they sought to prevent.”

Then the Shaikh proceeded to state that if the corrupt actions carried out by the rulers amount to Shirk, Rafd (the creed of the Raafidah Shiites), or Kufr, then this principle of bearing the lesser evil does not apply in this case. Regarding bidah, particularly bidah which is equivalent to disbelief or polytheism, the statement of Shaikh Al-Islam should not be applied in such situations. Then the Shaikh stressed this point to Dr Ibraaheem, reminding him of Imaam Ahmad’s opposition to those who claimed that the Qur’an is created, despite their political power. Shaikh Al-Islaam and Ibn Al-Qayyim wrote numerous books refuting Ahlul Bidah, including Al-Waasityyah, Al-Hamawiyyah, At-Tadmuriyyah, Minhaaj Ahl Sunnah, Naqd al-Mantiq, Dar Ta’aarud Al-Naql Wal-Aql, Talbees Al-Jahmiyyah, Iqtidaa Siraat al-Mustaqeem, Al-Fataawaa Al-Kubraa, and Majmoo Al-Fataawaa. Most of these books specifically refute the Ash’ariyyah. (a) Ibnul Qayyim’s books, such as As-Sawaa’iq Al-Mursalah Alal Jahmiyyah Wal-Mu’attilah (b) I’laam Al-Muwaqqi’een, Ighaatha Al-Lahfaan, and An’Nubuwwah were primarily written to refute the Ash’ariyyah Soofiyyah, despite their political authority. The reason for clarification and disapproval in this matter (i.e. rebuttal against the major bidah) is nothing else other than something that brings more benefit than harm. This is the call of the Messengers, from Nuh to the last of them Muhammad, because they manifested the truth, explained Tawheed, and warned against Shirk, regardless of their enemies’ tyranny, authority, strength, and transgressions. Samura Bin Jundub [may Allah be pleased with him] said: The Prophet [peace and blessings of Allah be upon him] said, “I saw (in a dream), two men came to me.” Then the Prophet narrated the story (saying), “They said, ‘The person, the one whose cheek you saw being torn away (from the mouth to the ear) was a liar and used to tell lies and the people would report those lies on his authority till they spread all over the world. So he will be punished like that till the Day of Resurrection”. [(1)]

The pseudo researchers at Wikipedia stated, “Rabee al-Madkhali was incredibly influential, most of it through Saudi support, in the early 90s, during and after the time period the Gulf War was taking place. The Saudi regime attracted great ire from the Sahwa movement, due to their collusion with the US government and the Saudi’s allowing US military bases to be set up in the Arabian peninsula. In response, the Saudi government imprisoned the leaders of the movement and strongly promoted al-Madkhali, who was politically quietest, supported the regime, and was good at siphoning off potential opponents to the US and Saudi regime. Senior US policymakers Will McCants and Jarret Brachman have also advised the US to discretely fund figures like al-Madkhali to siphon off support for jihadis who advocate for violence against the US military. At the Madkhalist movement’s inception in the early 1990s, the governments of Saudi Arabia and Egypt promoted the group as a counterbalance to more extreme elements of the wider Islamist movement. Response: Back in the years between 1993 and 1995, we were among the youth who were misled by both the self-proclaimed Mujaahidoon during the Algerian civil war and the misguided political activists, namely Salman and Safar. However, by the immense mercy of Allah, we were guided towards Salafiyyah in the summer of 1995 after attending a lecture given by the respected elders at Salafipublications. It is worth mentioning that our esteemed teachers at Salafipublications were at the forefront in combating the Takfeeris, and by the grace of Allah, we have extensively read numerous articles written by Salafipublications on this subject from the mid-90s until today. Therefore, the deceivers at Wikipedia are unable to conceal the truth, even if they were present during the events of the 90s. Let us once again scrutinize their illusions in this piece.

Response: They want us to believe that Al-Allaamah Rabee Bin Haadi Al-Mad’khali [may Allah preserve him] was solely responsible for exposing the Takfeeris and misguided political activists during and after the Gulf War. However, it is important to acknowledge that many other scholars also played a significant role in refuting the ignorance and misguided zeal of the Takfeeris. Insha’Allah, it will become evident that Imaam Abdul Azeez Baaz [may Allah have mercy upon him] was the prominent erudite Salafi scholar who effectively halted the misguided political activists and Takfeeris, such as Salman and Safar. Imaam Abdul Azeez Bin Baaz [may Allah have mercy upon him] asked the authorities to restrain the Takfeeris

A letter from the Mufti, Erudite Salafi Imaam Abdul Azeez Bin Baaz [may Allah have mercy upon him], to the Kingdom’s rulers via the Permanent Committee of Major Scholars clearly demonstrates that it was the Imaam who requested that the Takfeeris be restrained for the sake of the general good. He wrote: “So I inform your highness that the Sitting of the Committee of Major Scholars saw the aforementioned letter of your highness, along with its addenda: an abridgment of some gatherings and lessons given by the two aforementioned (the King had mentioned Safar and Salman and this is what Shaikh Bin Baz is referring to), beginning from the start of Muharram 1414AH, and a copy of the book of Safar al Hawali “Wa’du Kissinger”; and it discussed the topic from all its angles. It also examined some of the cassettes of the two of them. So after studying and discussing this, the Committee held – by total agreement – that: “The two aforementioned are to be faced with their errors that were presented before the Committee – along with the errors forwarded by the government, and in which two of the people of knowledge are to participate- to be chosen by his excellency the Minister for Islamic Affairs, Awqaaf, Daawah, and Irshad. So if the two of them excuse themselves for their transgressions and agree to comply to not returning to any of them, nor to the like of them, then all praise to Allaah, and that is sufficient. But if they will not comply, then they are to be prevented from giving lectures, seminars, khutbahs, public lessons, and from making cassettes – in order to protect the society from their errors: may Allaah guide them both and direct them both to the right conduct.” [(2)]

Other senior scholars, such the Muhaddith Imaam al-Albaanee [may Allah have mercy upon him] also rebutted the Takfeeris and misguided political activists. So, when asked about the book “Dhahiratul-Irjaa Fil Fikr al-Islami” authored by misguided political activist Safar Al-Hawali, and in this book, Takfir is issued against Muslims for committing certain sins, the Imaam responded as follows: “I gave my viewpoint on a matter about thirty or so years ago when I used to be in the [Islamic] University (of Madinah) and I was asked in a gathering about my opinion on Jamaa’at ut-Tabligh. So I said on that day, ‘They are the Sufis of this era’. And now it has occurred to me that I should say about this Jamaa’ah who have emerged in the present times and who have opposed the Salaf, I say here, in accordance with the statement of al-Hafidh adh-Dhahabi: They have opposed the Salaf in much of the issues of manhaj, and it is befitting that I label them the Khawarij of the era. And this resembles their emergence at the current time – in which we read their statements – because they, in reality, their words take the direction and objective of that of the Khawarij in performing takfir of the one who commits major sins. And perhaps I should say, this is either due to ignorance on their behalf or due to devised plot!! And I say this in light of [the statement of Allaah], “Let not the hatred of a people make you depart from justice. Be just and fair and that is closer to taqwa”. I do not know whether they say that every major sin takes one outside the fold of Islaam! However, they always revolve around certain major sins but remain silent or just pass by other major sins! And for this reason, I do not see that we should make this label absolute and that we should say, ‘They are Khawarj’, except for certain aspects. And this is the justice that we have been ordered to abide by…” [(3)]

Response: Once again, the above statement highlights the delusion of both the individuals at Wikipedia and anyone else who may have considered supporting this supposed funding. Al-Allaamah Rabee and the other Salafi scholars do not rely on assistance from non-believers to combat the jihadis. Fighting against the jihadis and khaarijites is an obligation in Islam, irrespective of any external support. This is because the Prophet has cautioned us about their malevolence and deviation. The Prophet [peace and blessings of Allah be upon him] said, “A people will come from the east who recite the Qur’an, but it will not go beyond their throats. They will pass through the religion just as an arrow pierces its target and they will not return to it just as the arrow does not return to the bow”. Imaam Wahb Ibn Munabbih [may Allah have mercy upon him] said, “I was acquainted with the early period of Islam. By Allah, the Khaawaarij have never had a group except that Allah caused it to split because of their evil state of affairs. Never did one of them publicize his opinion except that Allah caused his neck to be struck. Never did the Muslim Ummah unite behind a man from the Khawaarij. If Allah allowed the opinion of the Khawaarij to be accepted and established, then the earth would have been corrupted, the carriageways would have been cut off, Hajj to the sacred house of Allah would have ceased and the affair of Islam would have reverted to ignorance until the people seek shelter in the mountains as they did in the time of ignorance. If ten or twenty men among them were to rise, there would not be a man among them except that he claims the khilaafah for himself- every man among them would have ten thousand other men with him and all of them fighting each other, accusing one another of disbelief until the believer fears for himself, his religion, his life, his family, his wealth, and would not know where to travel or who to be with”. Response: It is praiseworthy when Muslim authorities oppose the methods of the Takfeeris and misguided political activists, as it aligns with the approach of the righteous predecessors. It is strictly forbidden to rebel against Muslim rulers or incite rebellion, even in the case of oppression. Instead of admitting that whoever abandoned the Takfeeris’ path and accepted the Creed and methodology of the pious predecessors in dealing with the rulers was indeed guided correctly, the cretins at Wikipedia attribute it to conversion to so-called Mad’khalism. As for the sensible people, they praise Allah for guiding them to the Sunnah as Abu Isma’īl Al-Harawi (d. 481H) stated in his tremendous work entitled, “The Dispraise of Theological Rhetoric and its People” with his chain of narration to Al-A’mash from Mujāhid who said: “I do not know which of the two blessings of Allah upon me is greater, that He guided me to Islam or that He saved from [following] these desires?!” — Dhamm Al-Kalām wa Ahlihi, 4/56 no. 786. It is clear that the deceivers and pseudo-researchers at Wikipedia tried to tell a story without including important information. They focus on Al-Allaamah Rabee because he exposed the leaders of Bidah, like the Takfeeri Sayyid Qutb and the political activist and Sufi Hasan al-Bannah, and their supporters. However, it was actually Imaam Abdul Azeez Bin Baaz and other senior scholars who suggested that the Takeeris and their followers be imprisoned by the Saudi authorities. To fully understand these events, one must read the insightful series by the seasoned elder student of knowledge Shaikh Abu Iyaad Amjad Rafiq [may Allah protect him and his family from all evil Aameen].

Ubaydullah Bin Adi Bin Al-Khiyar narrated that Al-Miswar Bin Makhrama and Abdur-Rahman Bin Al-Aswad Bin Abu Yaghuth said (to me), “What prevents you from speaking to Uthman about his brother Al-Walid because people have spoken much about him?” So, I went to Uthman and when he went out for prayer I said (to him), “I have something to say to you and it is a piece of advice for you”. Uthman said, “O man, from you.” (Umar said: I see that he said, “I seek Refuge with Allah from you.”) So I left him and went to them. Then the messenger of Uthman came and I went to him (i.e. `Uthman), `Uthman asked, “What is your advice?” I replied, “Allah sent Muhammad with the truth and revealed the Divine Book (i.e. Qur’an) to him, and you were amongst those who followed Allah and His Messenger, and you participated in the two migrations (to Ethiopia and Medina) and enjoyed the company of Allah’s Messenger (ﷺ) and saw his way. No doubt, the people are talking much about Al-Walid.” `Uthman said, “Did you receive your knowledge directly from Allah’s Messenger (ﷺ) ?” I said, “No, but his knowledge did reach me and it reached (even) to a virgin in her seclusion.” Uthman said, “And then Allah sent Muhammad with the truth and I was amongst those who followed Allah and His Messenger and I believed in whatever he (i.e. the Prophet) was sent with, and participated in two migrations, as you have said, and I enjoyed the company of Allah’s Messenger (ﷺ) and gave the pledge of allegiance him. By Allah! I never disobeyed him, nor did I cheat him till Allah took him unto Him. Then I treated Abu Bakr and then Umar similarly and then I was made Caliph. So, don’t I have rights similar to theirs?” I said, “Yes.” He said, “Then what are these talks reaching me from you people? Now, concerning what you mentioned about the question of Al-Walid, Allah willing, I shall deal with him according to what is right.” Then he called Ali and ordered him to flog him, and Ali flogged him (i.e. Al-Walid) eighty lashes. Allah (The Most High) says:
وَإِذۡ قَالَ إِبۡرَٲهِـۧمُ رَبِّ ٱجۡعَلۡ هَـٰذَا بَلَدًا ءَامِنً۬ا وَٱرۡزُقۡ أَهۡلَهُ ۥ مِنَ ٱلثَّمَرَٲتِ مَنۡ ءَامَنَ مِنۡہُم بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡأَخِرِ‌ۖ

And (remember) when Ibrahim (Abraham) said, “My Lord, make this city (Makkah) a place of security and provide its people with fruits, such of them as believe in Allah and the Last Day.” [Surah Al-Baqarah. Ayah 126]

Indeed, he (Ibraaheem- peace and blessings be upon him) gave priority to security over seeking sustenance because security is a necessity. Security is a necessity and the people cannot enjoy sustenance alongside fear; rather sustenance cannot be reached in the presence of fear. This is what the enemies desire- those who try to destabilise Muslim societies. They wish to disassociate the Muslims from their unity behind their Muslim rulers. This is what they desire – and they do not desire good advice (rectification etc) for the Muslims – in the name of fulfilling beneficial affairs, rectification, removal of oppression, and the like. All of this is lies and pretenses because if rulership slips away chaos will be at large, corruption will spread and the beneficial affairs which they say will be fulfilled will be non-existent. Corruption will be at large and there will not be rectification. Therefore, for this reason, there has to be rulership upon which the Muslims unite. Even if (such rulership) has shortcomings and negligence, the (people) should exercise patience because there is a prevention of that which is more severe and harmful in exercising patience. Shaikhul Islam Ibn Taymiyyah [may Allaah have mercy upon him] said, “It is not known of a group that rose against their Muslim Ruler, except that their state of affairs after his removal was eviler than their state of affairs whilst he was present”. This is something experienced at present! The rulers and heads of state who have been removed, what is the state of affairs of their countries after they were (removed)? There has not ceased to be fear, anxiety, chaos, bloodshed, etc. [Paraphrased] Listen below:

The Importance of Safety And Security In a Country

Security is a great blessing without which a person would not be able to lead a productive, fulfilling, and joyful life. As a result, Makkah and the Masjid Al-Haraam have been blessed by Allah, becoming a safe and sacred sanctuary. Allah says:

وَإِذْ جَعَلْنَا الْبَيْتَ مَثَابَةً لِّلنَّاسِ وَأَمْنًا وَاتَّخِذُوا مِن مَّقَامِ إِبْرَاهِيمَ مُصَلًّى ۖ وَعَهِدْنَا إِلَىٰ إِبْرَاهِيمَ وَإِسْمَاعِيلَ أَن طَهِّرَا بَيْتِيَ لِلطَّائِفِينَ وَالْعَاكِفِينَ وَالرُّكَّعِ السُّجُودِ

And [remember] when We made the House (the Ka’bah at Makkah) a place of resort for mankind and a place of safety. And take you (people) the Maqam (place) of Ibrahim (Abraham) [or the stone on which Ibrahim (Abraham) stood while he was building the Ka’bah] as a place of prayer (for some of your prayers, e.g. two Rak’at after the Tawaf of the Ka’bah at Makkah), and We commanded Ibrahim (Abraham) and Isma’il (Ishmael) that they should purify My House (the Ka’bah at Makkah) for those who are circumambulating it, or staying (I’tikaf), or bowing or prostrating themselves (there, in prayer). [Surah Al-Baqarah. Ayah 125]

Allah says:
فِيهِ آيَاتٌ بَيِّنَاتٌ مَّقَامُ إِبْرَاهِيمَ ۖ وَمَن دَخَلَهُ كَانَ آمِنًا ۗ وَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا ۚ وَمَن كَفَرَ فَإِنَّ اللَّهَ غَنِيٌّ عَنِ الْعَالَمِينَ

In it are manifest signs (for example), the Maqam (place) of Ibrahim (Abraham); whosoever enters it, he attains security. And Hajj(pilgrimage to Makkah) to the House (Ka’bah) is a duty that mankind owes to Allah, those who can afford the expenses (for one’s conveyance, provision and residence); and whoever disbelieves [i.e. denies Hajj (pilgrimage to Makkah), then he is a disbeliever of Allah], then Allah stands not in need of any of the ‘Alamin (mankind and jinns)]. [Surah Al-Imran. Ayah 97]

Allah [The Most High] says:
وَقَالُوا إِن نَّتَّبِعِ الْهُدَىٰ مَعَكَ نُتَخَطَّفْ مِنْ أَرْضِنَا ۚ أَوَلَمْ نُمَكِّن لَّهُمْ حَرَمًا آمِنًا يُجْبَىٰ إِلَيْهِ ثَمَرَاتُ كُلِّ شَيْءٍ رِّزْقًا مِّن لَّدُنَّا وَلَٰكِنَّ أَكْثَرَهُمْ لَا يَعْلَمُونَ

And they say: “If we follow the guidance with you, we would be snatched away from our land.” Have We not established for them a secure sanctuary (Makkah), to which are brought fruits of all kinds, a provision from Ourselves, but most of them know not. [Surah Al-Qasas. Ayah 57]

Allah [The Most High] says:
أَوَلَمْ يَرَوْا أَنَّا جَعَلْنَا حَرَمًا آمِنًا وَيُتَخَطَّفُ النَّاسُ مِنْ حَوْلِهِمْ ۚ أَفَبِالْبَاطِلِ يُؤْمِنُونَ وَبِنِعْمَةِ اللَّهِ يَكْفُرُونَ

Have they not seen that We have made (Makkah) a sanctuary secure and that men are being snatched away from all around them? Then do they believe in Batil (falsehood – polytheism, idols and all deities other than Allah), and deny (become ingrate for) the Graces of Allah?] [Surah Al-Ankabut. Ayah 67]

Allah [The Most High] says:
لِإِيلَافِ قُرَيْشٍ
إِيلَافِهِمْ رِحْلَةَ الشِّتَاءِ وَالصَّيْفِ
فَلْيَعْبُدُوا رَبَّ هَٰذَا الْبَيْتِ
الَّذِي أَطْعَمَهُم مِّن جُوعٍ وَآمَنَهُم مِّنْ خَوْفٍ

(It is a great Grace and Protection from Allah), for the taming of the Quraish; (And with all those Allah’s Grace and Protections for their taming, We cause) the (Quraish) caravans to set forth safe in winter (to the south), and in summer (to the north without any fear). So let them worship (Allah) the Lord of this House (the Ka’bah in Makkah). (He) Who has fed them against hunger, and has made them safe from fear. [Surah Quraish]

If someone has been granted physical well-being and safety in their surroundings, they have achieved all the blessings of this world. Salamah Bin Ubaidullaah Ibn Mihsan Al-Khatmiy narrated from his father that the Messenger [peace and blessings of Allah be upon him] said: “Whoever among you wakes up (in the morning) safe in his property, healthy in his body and has his daily nourishment, it is as if he has been granted the entire world”. [1]

When our upright leader Ibraaheem [peace be upon him] settled some of his offspring at this valley [i.e. Makkah], the first of his supplications was:

رَبِّ اجْعَلْ هَٰذَا بَلَدًا آمِنًا وَارْزُقْ أَهْلَهُ مِنَ الثَّمَرَاتِ مَنْ آمَنَ مِنْهُم بِاللَّهِ وَالْيَوْمِ الْآخِرِ ۖ قَالَ وَمَن كَفَرَ فَأُمَتِّعُهُ قَلِيلًا ثُمَّ أَضْطَرُّهُ إِلَىٰ عَذَابِ النَّارِ ۖ وَبِئْسَ الْمَصِيرُ

“My Lord, make this city (Makkah) a place of security and provide its people with fruits, such of them as believe in Allah and the Last Day.” He (Allah) answered: “As for him who disbelieves, I shall leave him in contentment for a while, then I shall compel him to the torment of the Fire, and worst indeed is that destination!] [Surah Al-Baqarah. Ayah 126]

This highlights the importance of safety for individuals, otherwise, Prophet Ibraaheem [peace and blessings of Allah be upon him] would not have repeatedly asked Allah to make it a reality in this land. If you observe lands where safety has been compromised, you will notice that people are unable to carry out their daily activities. Schools and markets are closed, and everyone remains in their homes. Those who have the means would quickly leave this land and relocate elsewhere. If you ask them, they will express their inability to live with their loved ones in a place where safety is absent. Security can only be ensured through two things: following Allah’s laws and obeying the rulers. The Messenger (peace and blessings be upon him) emphasized the importance of these two aspects in a Muslim’s life in the hadith reported by Irbaad Ibn Saariyah [may Allah be pleased with him] who said: Allah’s Messenger [peace and blessings of Allaah be upon him] gave us an admonition after the morning prayer –an admonition that made our hearts fearful and our eyes tearful. So, a man said, “Indeed, is this a farewell sermon, so what do you advise us?” He said, “I enjoin you to fear Allah and that you listen and obey, even if an Abyssinian slave (is made a ruler over you); for indeed he among you who lives long enough will see many differences. So, beware of newly invented matters (in the religion) because indeed it is misguidance. And whoever among you witnesses that, then it is obligated on him to adhere to my Sunnah and the Sunnah of the rightly guided Caliphs [i.e. AbuBakr, Umar, Uthmaan, and Ali], adhere to it with your molar teeth”. [2]

This hadeeth establishes the basis of security in Islam and it includes two important aspects: fear of Allah and obedience to the rulers. Fear of Allah rectifies a Muslim’s relationship with Allah, neighbors, and everything around them, and in the absence of Allah’s Shariah, destruction and corruption will prevail. Allah has warned those who abandon His Shariah and disobey His Messenger. Allah says:

وَضَرَبَ اللَّهُ مَثَلًا قَرْيَةً كَانَتْ آمِنَةً مُّطْمَئِنَّةً يَأْتِيهَا رِزْقُهَا رَغَدًا مِّن كُلِّ مَكَانٍ فَكَفَرَتْ بِأَنْعُمِ اللَّهِ فَأَذَاقَهَا اللَّهُ لِبَاسَ الْجُوعِ وَالْخَوْفِ بِمَا كَانُوا يَصْنَعُونَ

And Allah puts forward the example of a township (Makkah), that dwelt secure and well content; its provision coming to it in abundance from every place, but it (its people) denied the Favours of Allah (with ungratefulness). So Allah made it taste the extreme of hunger (famine) and fear, because of that (evil, i.e. denying Prophet Muhammad) which they (its people) used to do. [Surah An-Nahl. Ayah 112]

By listening to the rulers and obeying them (in good), all the affairs of the person’s life in his society will be in a state of normality. Listening to the rulers and obeying them (in good) is included in the subject matter of fear of Allah. Al-Hasan Al-Basri [may Allah have mercy upon him] used to say, “Indeed, Al-Hajjaaj is the punishment of Allah, so do not repel the punishment of Allaah with your own hands; rather you must submit and show humility because Allah [The Most High] said: [وَلَقَدْ أَخَذْنَاهُم بِالْعَذَابِ فَمَا اسْتَكَانُوا لِرَبِّهِمْ وَمَا يَتَضَرَّعُونَ – And Indeed We seized them with punishment, but they humbled not themselves to their Lord, nor did they invoke (Allaah) with submission to Him]”. [Surah Al-Muminoon. Ayah 76]

So, you meet someone who understands what security means and their understanding increases because of fear of Allah, and they are eager to obey the rulers in a good way. But when they don’t fully live up to their fear of Allah, their sense of security becomes lacking. When fear of Allah is fulfilled, they will receive the promise that Allah has mentioned in Surah An-Noor.

وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْنًا ۚ يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا ۚ وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ

Allah has promised those among you who believe, and do righteous good deeds, that He will certainly grant them succession to (the present rulers) in the earth, as He granted it to those before them, and that He will grant them the authority to practice their religion, that which He has chosen for them (i.e. Islam). And He will surely give them in exchange a safe security after their fear (provided) they (believers) worship Me and do not associate anything (in worship) with Me. But whoever disbelieved after this, they are the Fasiqun (rebellious, disobedient to Allah). [Surah An-Noor. Ayah 55]

It is a well-known fact that (some aspects of the religion dealing with societal issues) cannot be established properly without a strong community of Muslims. And a strong community of Muslims cannot exist without a leader. This leader can only be effective if people listen to him and obey him in good. However, when people refuse to obey the ruler and prioritise their desires, it leads to corruption and a deviation from the right path. This disobedience is one of the major reasons for the downfall of both the land and its people. Al Hasan Al Basri [may Allaah have mercy upon him] said, “By Allah! The religion cannot be established except by way of rulers, even if they commit tyranny and oppression, due to the many affairs that Allah rectifies through them more than what they corrupt”.

Ibn Rajab [may Allah have mercy upon him] said, “There is (good and great advantage) in the worldly life when rulers are obeyed. And by way of it, the beneficial affairs related to the livelihood of the people are established and they utilise them as an aid through which they manifest their religion and obey their Lord”.

Disobedience to the rulers and putting oneself before them by fighting or other than that (is tantamount) to disobeying Allah and His Messenger, and opposition to that which Ahlus Sunnah Wal Jamaa’ah were upon – the pious predecessors. Preservation of security leads to brotherhood and mutual alliance between the Muslims. Allah [The Mighty and Majestic] says: [إِنَّمَا الْمُؤْمِنُونَ إِخْوَةٌ فَأَصْلِحُوا بَيْنَ أَخَوَيْكُمْ ۚ وَاتَّقُوا اللَّهَ لَعَلَّكُمْ تُرْحَمُونَ – The believers are nothing else than brothers (in Islamic religion). So, make reconciliation between your brothers, and fear Allah, that you may receive mercy]. [Surah Al-Hujuraat. Ayah 10]

Allah [The Most High] says:
وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ ۚ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنكَرِ وَيُقِيمُونَ الصَّلَاةَ وَيُؤْتُونَ الزَّكَاةَ وَيُطِيعُونَ اللَّهَ وَرَسُولَهُ ۚ أُولَٰئِكَ سَيَرْحَمُهُمُ اللَّهُ ۗ إِنَّ اللَّهَ عَزِيزٌ حَكِيمٌ

The believers, men, and women are Auliya’ (helpers, supporters, friends, protectors) of one another, they enjoin (on the people) Al-Ma’ruf, and forbid (people) from Al-Munkar; they perform As-Salat and give the Zakat, and obey Allah and His Messenger. Allah will have His Mercy on them. Surely Allah is All-Mighty, All-Wise. [Surah At-Tawbah. Ayah 71]

Imaan is neither wishful thinking nor mere claims, rather it is what settles in the heart and actions testify to it. A person cannot be a true believer until he loves for his Muslim brother what he loves for himself and until he deals with the people in a manner he loves to be dealt with! It is well known that security is something sought after by everyone, therefore it is the responsibility of a Muslim that he is eager for the security of others so that he can receive security and safety for himself.

Also, preserving security in the land necessitates the fulfilment of trusts, whereas bringing about a state of insecurity is tantamount to treachery. Allah [The Most High] says:

يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَخُونُوا اللَّهَ وَالرَّسُولَ وَتَخُونُوا أَمَانَاتِكُمْ وَأَنتُمْ تَعْلَمُونَ
وَاعْلَمُوا أَنَّمَا أَمْوَالُكُمْ وَأَوْلَادُكُمْ فِتْنَةٌ وَأَنَّ اللَّهَ عِندَهُ أَجْرٌ عَظِيمٌ
يَا أَيُّهَا الَّذِينَ آمَنُوا إِن تَتَّقُوا اللَّهَ يَجْعَل لَّكُمْ فُرْقَانًا وَيُكَفِّرْ عَنكُمْ سَيِّئَاتِكُمْ وَيَغْفِرْ لَكُمْ ۗ وَاللَّهُ ذُو الْفَضْلِ الْعَظِيمِ

O you who believe! Betray not Allah and His Messenger, nor betray knowingly your Amaanaat (things entrusted to you, and all the duties which Allah has ordained for you). And know that your possessions and your children are but a trial and that surely with Allah is a mighty reward. O you who believe! If you obey and fear Allah, He will grant you Furqan a criterion [(to judge between right and wrong), or (Makhraj, i.e. making a way for you to get out from every difficulty)], and will expiate for you your sins, and forgive you, and Allah is the Owner of the Great Bounty. [Surah Al-Anfaal. Ayaat 27-29] [3]

Shaikhul Islam Ibn Taymiyyah [may Allah have mercy upon him] said, “Indeed it has been stated that ninety-nine years with an oppressive ruler is better than a single night without a ruler”. [4]

Al-Allaamah Saalih Al-Fawzaan [may Allaah preserve him] was asked: How do we reconcile the Hadith: “Whoever is killed while protecting his property, then he is a martyr”. [5] And the Hadith, “You should listen and obey the ruler even if he flogs your back and takes your wealth, then still hear and obey” [6]

Answer: “You should listen and obey the ruler even if he flogs your back and takes your wealth”, this is with the Muslim Ruler. (i.e. this is the manner the Muslim is expected to behave with the Muslim Ruler). As for protecting one’s wealth (by way of resistance), this is (done) with other than the Muslim Ruler. If an oppressor, a thief, a robber, or a highway robber wants to take your wealth, you defend (yourself) even if you are killed. If killed, you are a martyr. As for the Muslim Ruler, you do not resist. Even if your wealth is taken, you do not resist; rather exercise patience due to the greater evil (i.e. the greater evil that may come about from resisting). So, there is differentiation between the Muslim Ruler and someone among the people (i.e. oppression received from someone among the people).

Question: What do you say to the one who says: “Indeed, the hadith (i.e. the above hadith) nurtures the Muslim upon weakness”?

Answer: The Hadith nurtures the Muslim with obedience and strength because obedience to the Muslim Ruler is strength and not weakness. He leaves this (i.e. this resistance against the Muslim Ruler) for the sake of a universal good and (for the sake of) uniting the word of the Muslims. The people of vain desires want to do away with the authentic proofs so that they can safeguard their views. This is their intention. They bring doubts in the verses of the Qur’an and the ahaadith to safeguard their deviated views. [7]

Al-Allaamah Al-Izz Bin Abdis Salaam [may Allaah have mercy upon him] said, “Had it not been for the appointment of a ruler, the beneficial universal affairs would have been lost, universal corruption would have become the reality, the strong would have overcome the weak and the (immoral) ones would have overcome the noble (mannered) ones”. Shaikh Abdus-Salaam Burgess [may Allah have mercy upon him] said, “The explanation of this is that the majority of the children of Adam are inclined towards injustice and love of vengeance, and had it not been that there was a ruler who administers their affairs, they would have become like the beasts of the wild and fish of the sea—the strong eat the weak”. In The Name of Allah, The Most Merciful, The Bestower of Mercy.

Sufyan Bin Uyaynah [may Allah have mercy upon him] said, “Upon assuming the position of Khaleefah, Umar Bin Abdil Azeez [may Allah have mercy upon him] reached out to Muhammad Bin Kab, Rajaa Bin Haywah, and Saalim Bin Abdillah [may Allah have mercy upon them] and said, “You witness the trial I face and it has fallen upon me, therefore, what do you advise?” Muhammad Bin Kab said, “Regard the elderly as your own father, treat the youth as your brother, and care for the young ones as your own children; therefore, be good to your father, maintain strong bonds with your brother, and be compassionate towards your child”. Rajaa said, “Wish for the people what you wish for yourself, detest for them what you detest for yourself, and interact with them in a manner that you would appreciate in return.” Saalim said, “Focus on one matter by diminishing the desires of worldly life and let your natural inclination lead you to contemplate death.” Umar proclaimed, “Laa Hawla Walaa Quwwata Illaa Billaah”.

[3] Imam Abdul Azeez Bin Baaz: Exemplifying Positive Engagement and Effective Communication with the Rulers

In The Name of Allah, The Most Merciful, The Bestower of Mercy.

Imaam Abdul Azeez Bin Baaz [may Allah have mercy upon him] was asked: “The worst scholars are those who approach (visit) the rulers”. What is the level of authenticity of this hadith?

Response: I do not know about its authenticity, and if it were authentic, then it would imply an evil visit. If it is authentic, then it signifies a visit driven by vain desires, material wealth, and alignment with falsehood. (But), if the scholars neglect the rulers, they will become corrupt. If the scholars neglect the rulers and isolate them, the state of affairs will become corrupted, and the rights of the people will be violated. Therefore, goodness and Maslahah (i.e. what will bring about welfare and repel harm) is that the scholars visit and guide the rulers, and the rulers seek Tawjeeh (guidance) from them, Irshaad (the upright path to follow in all affairs), advise them regarding the avoidance of injustice, support the oppressed, and prevention of injustice against them, just as the scholars -from the time of the companions to the present day ours- visit them. As for the scholars abandoning and boycotting the rulers, and not visiting them, this is wrong – a blunder, and only those who do not know public welfare would suggest such a course of action. ما صحة حديث: شرار العلماء الذين يأتون إلى الأمراء؟
الجواب:
ما أعرف له صحة، ولو صح فالمقصود زيارتهم الخبيثة، لو صح، فالمراد بالزيارة التي للشهوة، والمال، والموافقة على الباطل.
وإذا أهمل العلماء الأمراء؛ فسدوا، إذا أهمل العلماء الأمراء، وانزووا عنهم؛ فسد الأمر، وضاعت الحقوق، فالمصلحة، والخير في أن يزورهم العلماء، ويرشدوهم، ويطلبوا منهم التوجيه، والإرشاد، والنصيحة عن الظلم، ونصر المظلومين، وإزالة الظلم عنهم، كما زارهم العلماء سابقًا من عهد الصحابة إلى يومنا هذا.
أما كون العلماء يتركونهم، ويهجرونهم، ولا يزورونهم؛ فهذا خطأ، هذا غلط، لا يقوله إلا الجهلة الذين لا يعرفون المصالح العامة
